How do you become a legal resident of Ireland?

Hi, I am an American trying to find out how I would go about obtaining legal resident status in Ireland. From what I have heard you need to live in Ireland for 4 years as a “legal resident” before you can become a naturalized citizen, my ultimate goal. Does anybody out there know how one goes about becoming a “legal resident” before becoming naturalized?

is it legal to copy yellow page datas and add to a local business directory?

I have an online local (small city) business directory and rather to ask business owners to add their list, I want to copy and add list from yellow pages to my business directory, is this legal or not? Shoul’d I advertising so that business owners add their list, will this be more legal? Any suggestions are welcome.
